Drawing up a plan is one thing, and even when it has been based on extensive stakeholder consultation, getting such a plan implemented is not without its challenges. It requires a significant level of commitment from all parties and also extensive resources, both technical and financial. One of the drivers behind the commitments made by countries, regional economic communities and development partners is evidence of progress – that implementation of the Plan is yielding the benefits as anticipated.
