Assignment Title: Consultancy Services for Flood Risk Mapping for select areas in Baro-Akobo-Sobat (BAS) Sub-Basin”, covering Ethiopia and South Sudan

The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank towards the cost of the Regional Climate Resilience Program for Eastern and Southern Africa (NCRP) and intends to apply part of the proceeds for this consulting services. The consulting services “Flood Risk Mapping for select areas in Baro-Akobo-Sobat (BAS) Sub-Basin”, covering Ethiopia and South Sudan” are to enhance preparedness/resilience against BAS sub-basin flood disasters in the select areas of Ethiopia and South Sudan through flood risk mitigation, which involves Ethiopia and South Sudan. The specific objectives of this Flood Risk Mapping for select areas in Baro-Akobo-Sobat (BAS) Sub-Basin, to survey and develop detailed strategic flood inundation mapping that shows the flood hazard, exposure, vulnerability to guide the development of flood risk maps to be used for flood risk management in the target hotspot areas; to strengthen and expand the BAS FFEWS and Flood Risk Mapping for both riverine and pluvial floods; and to enhance flood preparedness in the EN region, with a focus on the BAS sub-basin, by increasing community awareness and fostering cooperation among local stakeholders.
The assignment will be carried out for a total of 10 months over a period of 20 months after the commencement. The expected start date as first week of December 2024, in full consistency with the attached Terms of Reference (TOR) or referred to in this REOI. Attention is drawn to the elements of the TOR, especially in relation to the details of the main Tasks to be undertaken in pursuance to the achievement of the set objectives; deliverables and associated schedule; implementation arrangements; the detailed rationale for this feasibility study consultancy services (including an overview of the BAS Flood Risk Mitigation Studies, Eastern Nile Flood Forecast and Early Warning (EN-FFEW) System, and Guide for determining Key Characteristics of Flood Prone Communities Study Area); and the tentative workplan.

The Eastern Nile Technical Regional Office (ENTRO) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The Consultant Firm should demonstrate experience of conducting similar assignments in developing countries environment with significant experience in i) hydrometeorological (hydromet)data analysis, information management, flood plain socio-economic analysis, geo-spatial analysis (GIS / RS) & analysis of earth observation products (at least 3 years); ii) hydrologic and hydrodynamic modelling of flood plains, flood risk/vulnerability mapping and flood impact/risk analysis/assessments (at least 5 yrs); and iii) managing complex projects involving multidisciplinary teams/stakeholders, including in the context of transboundary water resources, preferably in the Nile Basin (≥ 10 yrs).
- The Consultant shall be able to demonstrate a sufficiently experienced team of qualified and experienced experts (inclusive of inhouse team of professionals as a proof of their permanent establishment) with track records, including in engineering hydrology, modelling, project planning/management and GIS / Remote Sensing as detailed in the TOR.
- If consultancy firm is in the form of a Joint Venture (JV), each JV partner shall have specific experience in Survey; Data Collection; and Flood Frequency Study, Flood Hazard Assessment, Flood Vulnerability Assessment and Flood Mapping. But the lead partner shall have specific experience of working for all the tasks specified in the TOR; and a maximum of three firms are allowed to associate in a JV.
- The consultancy firm shall furnish explicit details for the last five years of their inhouse team of professionals as a proof for permanent nature of employment. In the case of a JV, each partner shall have a minimum of three experts, but cumulative shall meet all the requirement during last five years.
- The consultant shall submit satisfactory Completion Certificate(s) with explicit date(s) of the assignment(s) from the concerned employer showing the completion date(s) of the assignment(s).
- Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023, setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method, Procurement Regulations for IPF Borrowers, September 2023.
